Who we are:
The Department of Education and Early Childhood Development (EECD) plays a pivotal role in advancing educational and operational excellence in New Brunswick through strategic digital transformation in both the anglophone and francophone educational sectors. Within the IT Strategy & Business Solutions (ITSBS) Branch, the Senior Business Analyst serves as the link between business areas across the public education system and the technical teams that support education systems, applications and databases.
The ITSBS Branch operates in a complex environment. It aligns provincial IT systems, district needs, digital learning tools, cybersecurity, and service delivery relationships with the department's strategic priorities.
What you will do:
As a Senior Business Analyst, you will translate business needs into practical technology solutions by analyzing requirements, assessing options, supporting implementation, and strengthening business processes. Your primary responsibilities will include:
- Analyze complex business needs, document requirements, identify gaps, and recommend practical solution options such as workflow improvements, system enhancements, upgrades, customizations or new technology acquisitions.
- Engage departmental, district, school, vendor and technical stakeholders to facilitate discussions, build consensus, resolve conflicting information and support informed decision-making.
- Conduct research, jurisdictional scans, vendor consultations and risk/benefit analyses to prepare business cases, options analysis and executive decision-support materials.
- Align recommended solutions with the Education Plan, the Strategic Information Technology Plan, the School System Technology Roadmap and departmental strategic priorities.
- Contribute to project teams delivering enterprise applications, system upgrades, enhancements and solutions involving complex business processes and technical interdependencies.
- Develop and maintain business analysis artifacts, including requirements documents, process maps, design specifications, use cases, screen mock-ups, test cases, test scripts, procedures and user guides.
- Represent business needs throughout the project lifecycle by supporting testing, defect resolution, implementation planning, issue escalation and post-implementation evaluation.
- Support adoption and change management through clear communications, training materials, information sessions, stakeholder engagement and consistent systemwide practices.
Who you are:
You are analytical, collaborative and solution-focused. You can work in a complex governance environment, translate business needs into clear requirements, and communicate effectively with both business and technical audiences. You bring sound judgment, strong facilitation skills, and a practical understanding of how technology supports education services and administrative operations.
Need to Have:
- A bachelor's degree in computer science, software engineering or business administration and related experience; or an equivalent combination of education, training and related experience such as a two-year post-secondary program in information technology with additional experience.
- Experience documenting business requirements, mapping business processes, developing procedures, and supporting the design or implementation of technology-enabled business solutions.
- Experience working with technical teams, business users and vendors to assess options, support testing, resolve issues and implement solutions.
- Experience preparing business analysis artifacts such as business cases, risk/benefit analyses, requirements documents, use cases, test scripts, user guides, training materials or communication plans.
Nice to Have:
- Experience in a senior business analyst, business systems analyst, product owner, project delivery, or related role.
- Experience with K-12 education systems, student information systems, student support systems, transportation, attendance, reporting, or other integrated education-sector applications.
- Experience supporting enterprise-wide systems, system integrations, data quality, reporting, privacy, security, or change management in a public-sector environment.
- Experience conducting stakeholder analysis, focus groups, jurisdictional scans, vendor consultations, pilot evaluations, or options analysis for senior leaders.
Written and spoken competence in English and French is required. Please state your language capability.

Salary:
Pay Band 5: $67,600 - $94,406 annually
Work environment:
- Office location: 250 King Street, Fredericton or Remote in New Brunswick
- Standard hours of work: Monday - Friday, 8:15 - 4:30
